General Council

Legal basis and duties

Fribourg municipalities with more than 600 inhabitants may choose to replace the municipal assembly with a General Council. This is mandatory in the town of Fribourg like in most of the capitals and large municipalities in the canton. It is composed of 80 members who are elected every five years using a proportional representation system. Its main duties are to approve the municipality’s budget and annual accounts, set the tax rate, grant the necessary loans for investments and adopt municipal regulations. Its operation is provided for by the Rules of the General Council (RCG), based on the Law on municipalities (LCo and RELCo) and the Law on the exercise of political rights (LEDP).
